PA’s broken system for funding charter school special education creates an incentive for charters to game the system to reap a maximum profit off of payments for students with disabilities.

The Pennsylvania School Boards Association found that in 2020-2021, charter schools received $185 million MORE in special education funding from school districts than they spent on services for students with disabilities.

It is unacceptable that charter schools are reaping a profit off of tuition payments for students with disabilities and wasting special education funding from school districts on things other than services for students with disabilities. It is past time for PA lawmakers to fix their broken funding system for charter schools.
