2024/25 Cyber Charter “Report Cards”

Last year, we took a closer look at cyber charter performance by analyzing four-, five-, and six-year graduation cohort rates alongside Pennsylvania state assessment results—and turned that data into clear, easy-to-understand “report cards.”

The findings were shocking, revealing consistently low outcomes across many cyber charter schools.

This year, we revisited the data for the 2024–25 school year, the latest avaiable data, and unfortunately, the results show little improvement. Despite the significant public dollars flowing into these schools, student outcomes remain largely unchanged, which continues to raise serious questions about accountability, oversight, and whether students are truly being served.
