Last week we hosted a webinar breaking down the in’s and out’s of Governor Shapiro’s 2026/27 budget address and what it means for public education in Pennsylvania.

Special education tuition rates for brick-and-mortar charter and cyber charter schools

  • Tuition rates for 2025-2026 can be found here. 
  • Click HERE for the Pennsylvania Department of Education website page where you may download spreadsheets with tuition rates for previous years.
  • We explain the 16% issue related to special education tuition on p. 3 of this report. The data in this report is outdated, but the 16% explanation is still good. 

Special education funding tiers

  • Click HERE for information from the Pennsylvania Department of Education that details the dollar amounts for the reporting categories schools use for students with disabilities.
  • Click HERE for the Act 16 report that shows the vast majority of students with disabilities fall into the Tier 1 category.

New Revenue Options

Gov. Shapiro’s proposals to regulate and tax skill games and legalize and tax marijuana would generate $2 billion annually. 

Combined reporting 2-pager from the Penn Policy Center. This would require large corporations to pay their share of taxes to Pennsylvania.

Reallocate approximately $200 million/year away from subsidizing the horse racing industry to the PA General Fund (the report and data are a little old, but the the subsidy and waste remain the same)
